Ohio law can be broken down depending upon a couple of things:

1)  Is the firearm loaded?
2)  The proximity of the firearm and ammunition to a person.
3)  Training and background check

If you carry the firearm in a separate, locked compartment, such as your trunk, it can be loaded or unloaded; does not matter.  Since you have to stop your vehicle to access the firearm, it's not considered a concealed weapon.

An unloaded firearm can be carried in the passenger portion of the vehicle, as long as the ammo is in a separate, locked compartment.

While not tested (by me), I'm not sure what the law says about carrying a gun in plain view.  I mean, if it's sitting right there on the seat, it's not concealed.

In Ohio, you can carry a concealed weapon after taking a state approved course and passing a background check. 

Most public places, areana's, stadiums, public transit, and buidling have posted signs saying "No concealed weapons"... which leads me to think the law is senseless.  Why would I carry into a public space, only to be arrested or detained for violating a building law.

If Ohio was going to be serious about this, they should pass the law such that counties, cities or buildings could not over-rule the state decision.  Kind of like, not allowing a state law to over-rule or dismantle a federal law.
