I've worked in this kind of area for a long time, and it all comes down to one thing: individuals are not discriminated against, groups of individuals are. That is, you have to identify someone as part of some grouping, whether on the ground of mode of transportation (motorcyclists here), or on racial, ethnic, gender, religious, gun ownership, or any other grounds.

Now, the group du jour is motorcyclists, which sounds like outright desperation in the hunt for the next group to beat down. Motorcyclists????

Well, I guess it was 80 and 90 year-old nuns just a couple years ago (barred from voting). So, why do I still feel surprised?
